Every Discussion Has a "Conclusion" — No Re-Debating Next Time

Once a topic is discussed clearly, the initiator or channel admin marks a "conclusion" summary; the next time someone asks the same question, they're pointed straight to it. Three months later, new project members can read the highlighted topic history to understand "why we did it this way."
